Years of Public Private Dialogue

Overview

In 2013, the CEOrt commenced a dialogue on Public Private Partnership (PPP) and focused its efforts on raising the profile through engaging key government officials — with a view to pointing out weaknesses within the PPP policy framework and recommendations on how the policy environment can be improved through legislative initiatives and other policy interventions.

Throughout its 20-year history, the CEO Roundtable has provided a platform for meaningful dialogue between Government, Development Partners and other Private Sector Associations to ensure a collaborative approach toward Tanzania’s economic development.

Policy & legislative reform

Pointing out weaknesses within the PPP policy framework and recommending how the policy environment can be improved through legislative initiatives — including dialogue around the PPP Amendment Act 2014.

Infrastructure delivery

Advocating for PPPs as an effective mechanism for planning and executing Tanzania’s socio-economic development projects — from energy to transport and beyond.

A decade of PPP advocacy

From framework critique to reform

Presentations to members have ranged from the National Public Private Partnership (PPP) Policy to a Songas overview of PPPs in practice and the PPP Amendment Act 2014 — grounding the advocacy in the letter of the law and the realities of running partnership projects in Tanzania.

National media has tracked the same journey, from “Dar working on laws to implement PPP Act” to calls for the state to “team up with private sector in key projects”.

Dialogue that adjusts policy

The 2021/22 budget cycle showed what sustained dialogue can deliver: following consultations with the Private Sector, the newly introduced mobile money levy rates were swiftly revisited and adjustments implemented accordingly — alongside VAT exemptions, reduced excise duty rates and import duty remissions aimed at improving the investment climate.

It is encouraging to note the Government’s recognition that joint efforts are tantamount in driving the country’s economic growth and prosperity.
